Zimbabwe's e-hailing sector already contributes to the fiscus and already moves the cities, yet the law offers its drivers no permit that describes what they do. ZEHA exists to close that gap from the industry's side: one accountable body, one enforceable code, one public register, so that when regulation arrives, it lands on a sector already in formation.

The ZEHA Code

Twelve commitments, binding on signature.

Members do not wait for gazetting. Each commitment takes effect by contract the day a member signs the Code, enforced by an independent compliance committee with a sanctions ladder that ends in published expulsion.

§ 6.2

Driver Verification Standard

Live facial identity match, licence class checks, VID defensive driving certification, ZRP police clearance and vehicle fitness, applied uniformly before activation and continuously after.

Shared Safety Registry

A driver deregistered for serious misconduct on one platform cannot onboard on another. Due process, defined listing periods, a rehabilitation pathway.

Data Protection

Every operator holds a POTRAZ data controller licence with a certified Data Protection Officer, 24 hour breach reporting and privacy by design, per the Cyber and Data Protection Act.

Tax Cooperation

Full member tax compliance, joint ZIMRA driver education, and readiness to pilot withholding at source and fiscalised trip receipts.

Passenger Safety

Pre-trip driver identity disclosure, in-app SOS, live trip sharing, two-way ratings and a manned incident response line across member platforms.

§ 6.10

The Ombudsman

Free, independent dispute resolution for passengers and drivers, with determinations binding on members and published in anonymised annual summaries.

One register. No second chances for serious misconduct.

The greatest safety weakness of a multi-platform market is churn: a driver removed by one platform for assault or dangerous driving simply joins a competitor. The Shared Safety Registry closes that door across every ZEHA member at once. Nothing in the current statute book provides this protection. Self-regulation delivers it first.

Days 1 to 30

Constitute

Draft 1.3 instruments adopted, founder and counsel appointments recorded, interim Board constituted, registers opened and the monthly Government reporting template agreed.

Days 31 to 60

Verify

Driver Verification Standard rolled out, first VID group training and fitness sessions, ZIMRA driver tax workshops, Registry design consulted with POTRAZ.

Days 61 to 90

Operate

All ten provincial zones operating, Shared Safety Registry and response line launched, independent bodies appointed, first monthly dashboard delivered.

Days 91 to 180

Certify

First compliance audit cycle, ZEHA Registered mark issued, drafting input submitted to the Ministry of Transport, first AGM convened.
