The ZEHA Code of Conduct

Twelve commitments, binding on signature.

Each commitment takes effect by contract the day a member signs the Code — ahead of, and without waiting for, formal regulation. Enforced by an independent compliance committee with a sanctions ladder that ends in published expulsion. Download the full Code.

§ 6.1

Registration and the public register

A published register of Category A and B members showing corporate identity, tax status, data licence status, insurance and compliance standing — checkable by any council officer, police officer or passenger in seconds.

§ 6.2

Driver Verification Standard

Identity with live facial match, licence class and minimum tenure, VID defensive driving certification, ZRP police clearance on a renewal cycle, vehicle fitness and insurance — before activation and continuously after.

§ 6.3

Vehicle and insurance standards

Current CVR registration, certificate of fitness, ZINARA licensing, and passenger liability cover appropriate to fare-carrying use — with group insurance negotiated so compliance is affordable at driver level.

§ 6.4

Passenger safety features

Pre-trip disclosure of driver identity and estimated fare, in-app SOS, live trip sharing, two-way ratings, an incident reporting channel, and a shared manned incident response line.

§ 6.5

The Shared Safety Registry

Deregistrations for serious misconduct reported and checked across all members, with written notification, a right to be heard, proportionate listing periods and a rehabilitation pathway.

§ 6.6

Data protection

A POTRAZ data controller licence and certified DPO for every operator, 24 hour breach reporting to POTRAZ, impact assessments for biometric and location data, privacy by design, and local hosting or approved arrangements.

§ 6.7

Tax and fiscal cooperation

Full member tax compliance, joint ZIMRA driver education workshops, readiness to pilot withholding at source and FDMS-fiscalised receipts, and an annual transparency report of aggregate taxes remitted.

§ 6.8

Fare transparency and consumer protection

Upfront fare estimates, electronic receipts for every trip, published refund policies, a 48 hour acknowledgement and 14 day resolution SLA, and disclosed surge or negotiated pricing.

§ 6.9

Driver welfare minimums

On-trip personal accident cover, deactivation only for cause with due process, transparent earnings statements, commission rates never varied retroactively, and a pathway to NSSA registration.

§ 6.10

The Ombudsman

Free, independent dispute resolution for passengers and drivers, binding on members up to a prescribed threshold, published in anonymised annual summaries.

§ 6.11

Reporting to government

A monthly aggregate dashboard due by the tenth business day: zones and intercity status, trips and value, verified drivers and vehicles, tax indicators, incidents, complaints, outcomes and compliance. Privacy-safe, always.

§ 6.12

Enforcement

An independent compliance committee, an annual audit, and a sanctions ladder: warning, remediation, penalty, published suspension, published expulsion. Only members in good standing display the ZEHA Registered mark.

The Driver Code of Conduct

Ten promises behind every trip.

Every driver-partner accepts the Driver Code before activation: drive only on your own verified account, keep documents current, put safety first, treat every passenger with respect, follow the app, protect passenger privacy, report incidents honestly, accept the Registry's due process, meet your tax obligations, and carry the ZEHA standard with every trip.
